Step 1- make a sketch with the basic forms of your chibi. make sure you know where everything is going and what you want to draw. it makes things easier in the long run.
Step 2- make a new layer, and draw over the basic forms that you drew in step one, adding the details of the character. As you can see, I added her dress, filled out her hair and bows, etc.
Step 3- Draw the lineart (Sorry, I skipped this part by accident.) Basically what I did was take the brush with min size 63% and the stabilizer set to s-7 and slowly go over the lines that I made in step 2, adding and changing things where I saw fit. Then, fill in the flat colors you will be shading in the next step.
Step 4- Shade shade shade. I recommend this tutorial by

it will help you figure out what color should be shaded/lighted with what. I admit I'm still blundering through that area but it's fun to experiment with colors and see what looks the best!

NEVER NEVER NEVER NEVER EVER just shade with the darker version of your base color. Also never shade with pure black or gray. Nothing in nature is ever pure black or gray, if you think about it. It's always reflecting on something else or actually a different color and our brains are telling us otherwise.

Step five- Add an outline if you wish~
